Cameron, tried WeblinkBuilders, they deal with Off-Page SEO and they have case studies on their website that your able to see what they've done, and test out their keywords in google.
Recommended to get your page On-Page SEO'd as well. They dont do this per se though they have other people who know how to. Google Off-Page SEO to get some grips on how successful it can be.
