The sandbox effect is a theory that has never been completely verified.

New domains, domains that change ownership often, and domains with regular nameserver changes often take longer to rank in Google. In theory, Google waits to see if the site is appropriate before allowing it to be indexed properly and to rank of search engine pages.

The thought is that Google uses this technique to avoid spam sites that get banned and then use new domain names in order to appear in the search engines again.

While this hasn't been confirmed, a lot of webmasters have pointed out that new pages and sites take longer to rank in Google than they do in other engines

Google sandbox is an aging filter, a website gains visibility as it grows older with quality and theme related content. before a website comes in search engine listing pages (SERPs) it is kept on hold. Google sandbox is the term applicable for websites with newly-registered domains or domains with frequent ownership or nameserver.

The sandbox effect is a way for Google to limit the effectiveness of SEOs to move new domains quickly to the top of SEs.

Does it exist...in my personal experience I would say yes. Optimizing a new domains has proven more challenging than an older domain. Can it be combated? Sure. It is not a kiss of death to have a new domain, just know you will need more links and better optimization to win the game.

Even-though I understand the concept of the sandbox, I find it to not be true. I create and optimize sites all the time and get them indexed and ranked in google easily. It all depends on how you do it and if you are good enough to do it. There are many people out there that say they can get around the "box", but just find out that their sites get de-indexed because of bad practices. I used to believe in the theory because i was unable to produce results with new sites, but then found I was doing it wrong and each site I do does better and better each day!

Well I think there is really no proof that the Google Sandbox even exists. If you create your website, use good SEO tactics and stay away from the black hat methods, you will be fine. Sandbox is a myth, and something people get obsessed about for no reason.
