how to bring some traffic to a website from nothing?

Ok, imagine, i built a website, which is related to help with programming. You can find it in my profile codenpc.com, but that's not as important as this: how do I bring any traffic to it? I have spent all money for hosting and domain, so I cannot afford any paid advertising (I do not think it would even help very much). I am a small website, but it writes about a useful thing, but noone enters my website, because, I think, noone knows about it! What are the ways to attract some people to the website. I do not need millions of visitors, but at least a hundred would be a success for me. I build a website, but the last thing - attracting people - well.. i just cannot cope with this. I do not know where to start. If there were some visitors (maybe some of them clicked and advertisement on my site), i could afford to advertise it in some places like overture, adwords or etc.. Now, I cannot. Please help me with some advice.
If you know any, even crazy ideas, i really appreciate hearing them!

I was in your same position a few months ago, I couldn't figure out how to actually create a website.Or in my case a blog, and then I had no idea how to get people to go to it. I found a website that helped teach me how to do that. It may help you out too, it was free as well and no BS about paying for some fancy ebook.

since you cant afford to advertise...... try to get people to advertise on YOUR website for money to advertise on other websites
